To find cup size: Measure at the widest or "peak" of bust
To find band size: Measure just below the bust
Note that the band size is based on the middle hook. If you hook towards the inner part of the bra, you have to minus 2 cm & vice versa.
A general rule of thumb is to hook towards the inner part or at least the centre hook of the bra to allow room for expansion if we put on weight in future.
Example:
Bust: 98cm
Band: 83cm
Size is 85B.
